Why do the Welsh repeat what you say to them then add "is it?" on the end?

I lived in Wales for about 8 months during my early twenties. I found some of the Welsh quite racist towards me because, as soon as they realised I was English they would stop speaking English and speak in Welsh.  Down right rude imo.  However, I found it amusing as the language is so piss poor that they needed to include enough English words that I could pretty much understand them anyway!

In wrexham ,wales the new language is polish, and very nice it sounds as well.Sadly some modern words dont have a translation so they are said in english.it seems as if all the foreign investment factories are closing down in wales at the current time.
